After 4 months in coma, Pipli rape victim dies

RAKESH DIXIT | Bhubaneswar, June 21, 2012 | 13:29
The 19-year-old girl, whose alleged gangrape in Pipli, about 20 kms from Bhubaneswar, on November 28 last year, had triggered a political storm in the state leading to the resignation of a minister, died at the S.C.B Medical College and Hospital on Thursday after spending more than four months in coma.

Hospital sources said that the girl died of a heart attack and complications arising out of septicemia. Incidentally, S.C.B Medical College and Hospital superintendent D.N Moharana is one of three doctors chargesheeted by the Crime Branch for alleged neglect of the victim’s treatment. A Crime Branch team rushed to the hospital on hearing of her death.

The case, which led to the resignation of former agriculture minister andPipli MLA Pradeep Maharathy who was alleged to have sheltered the four accused at his farmhouse, was handed over to the Crime Branch in January, 2012 after the local police refused to cooperate with the girl’s family and lodge an FIR, apparently under political influence.

Soon after Crime Branch took over the probe following a statewide outcry for punishment to the guilty, all the accused were arrested within the space of a fortnight. The girl, who was initially treated at the Capital Hospital in Bhubaneswsar was shifted to S.C.B Medical College and Hospital following a directive of the High Court.

The victim’s condition was also examined by experts from the All Indian Institute of Medical Sciences, New Delhi.

Nonetheless, Crime Branch chargesheet concluded that two doctors of Capital Hospital, Kailash Chandra Sahu and Milan Mitra and the superintendent of S.C.B Medical College and Hospital D.N. Moharana had neglected her treatment. The State Human Rights Commission also intervened in the matter.

The Crime Branch has so far filed four chargesheets in the case, including one against former Inspector-in-Charge of Pipli police station Amulya Kumar Champatiray for not registering a case despite being urged to do so by the victim’s family. In fact, a formal FIR was registered in the case only after Crime Branch came into picture.

The then Puri superintendent of police Amitendra Nath Sinha was also shifted in connection with this case.
